Except it's false advertising, because you cannot be a *bounty* hunter as you cannot just hunt players with bountys.
The kill rights have to be sold on. Which they never will because whats the point, the ISK payout is NOT the bounty, it's ship set

Bit of a lame thing to do tbfh, but then like all eve videos, promises the world and delivers spreadsheets

I have yet to to see this spreadsheet people talk about. But your new so I expect some ignorance of how things works or how to go after players.

Yes you can just shoot at people whenever you want to... however you need to be in a certain part of the EVE universe to just engage people. If your planning to do that in highsec your need to war dec them, or activate a killright on them... or trick them into becoming suspect.

Your missing the context the vids are in however it does not excuse your blatant ignorance of game mechanics and bitching about without that understanding.

If you leave highsec you could be a bounty hunter. The way of distribution is because of past abuse, it still could be a profession.

Considering that Bounty mechanic had been broken since get go and now they have a bounty mechanic that actually works in a way id say that gives CCP's PR folks right to inflate the truth.
To my knowledge there is nothing stopping you from either making a corp or joining a corp that m.o is to fly around buy killrights or kill of people with bounties to make ISK.

but have a metaphorical cookie for your mental anguis.

The Widow cyno's out before the bounty hunters jump him, therefore the bounty hunting is taking place in lowsec or 0.0 where killrights don't matter.

Of course, there's the separate issue of lowsec and 0.0 depopulation because everyone is in highsec, making it unlikely that any bounty hunters would be in the exit system.

Does it say anywhere in the advertising that you can be a bounty hunter in hisec?

No.

You can be a bounty hunter, you just have to travel a little.

you can bounty hunt in low and null sec. Find a player with large bounty, run locator agent, KABOOM

Except that he's not using a cyno. He uses a Micro Jump Drive, which was part of Retribution and thus it is featured in the video.

I like it when you blow up and then podkill a character with 100 million ISK on his head and then you get 200k in bounty because the only thing taken into account is the base value of the hull he was flying, not its modules, not rigs, not cargo or pod contents, just the hull and even then you only get 20%.

This bounty hunting thing sure does work.

Well lots of low sec systems have their regulars, so yeah they possibly will be! or if your quick enough they may even be in the same constellaiton
