So i am thinking about finding targets that flies expensive fits. With that said, is the bounty placement instant as in as soon as they undock i can shoot at them? Anybody thinking about other ways to take advantage of this new feature?

Yes you can shoot as soon as they undock. There is some UI lag so they may not display in your overview as flagged, but you can shoot them just fine and get awesome kills.
