WTB starter pilot (support/drone skills) ~10m SP

I am interested in buying a good "starter" pilot. No need for high SP or specific training focus.

Ideally, the pilot will have:
Very good core/support skills (Engineering, Electronics, Mechanic, Navigation, etc.)
Good Drone skills
Able to travel throughout all empire space (no horrible security status or empire standings)
Able to fit T2 tank, and decent gunnery/missile skills are a plus
Gallente ship skills preferred, but not necessary, and other races are fine as well.

I'm looking for around 10m SP, but I am flexible with that.
