How does the Reactive Armor Hardener function when off?

Is the Reactive Armor Hardener affected by the armor compensation skills?

IE when the RAH (is that the right acronym?) is switched off, does it give you nothing? does it give you 15% like all the other hardeners? does it give you 15% plus the extra compensation skill bonus?

Sry in deep 0.0 right now and cant test it.

As far as I know, the module resists apply when inactive, but the module no longer adapts to incoming damage.

It isn't affected by armor comp skills.

EDIT: I do have one, but I've not tried it post-expansion. It wasn't very useful pre-expansion.

It gives 0 resists, and when switched on, 15% across the board until you start taking damage and it starts shifting.
