I was under the impression, because of the patch notes, that all beacons in plexes should be within 10km of the warp-in. Is this not true?

All capture beacons have been moved to 10km away from the warp-in point
Capture range have been set to 30km radius for all complexes, no matter their faction or sizes


But over the last couple days, several mediums I have been in had the beacon at 20km away from the warp-in.
