I have a sec stat of - 0.4 can anyone attack me in hi sec?

Look in your overview settings. CCP gave Suspects the same yellow background as players with negative security. Yet you can only freely shoot suspects. So you're fine, and if you plan on shooting suspects in high sec make sure you set your overview correctly so yellows are suspects and not negative security status.

On a side note:

Anybody you can shoot legally should be red. Having the same color for suspects who you can shoot and people with just a sec status below zero is just confusing.

Yeah. The only differance in the overview between a Suspect and somebody with a messy sec stauts is the blinky skull.

Not very intuitive, after all these years of 'if its red its dead, if its yellow be mellow'.

Everything in EVE is a trap.

The Colors are not the same.

Suspect is more of of Yellow Mustart color that i have set to flash in my overview. Fix your overview if it is confusing.

I'm not colorblind, but I can't tell the differance in the colors at first glance; it's the blinky skull icon that actually tells me they are a suspect.

Maybe CCP should make Suspects orange?

If you can't tell between yellow and red at first glance then yes you are colourblind.
