In most cases you'll be caught in 1 minute in a bubble.

But I'm certain CCP will fix this.

Maybe I've been lucky but I used to play with my corp mates inside and out of hostile bubbles for 10-15 minutes at a time Cool

iirc reading the patch notes it is intentional. Bubbles do not cause aggression; be kind of silly if they did tbh.

..now, there is that thing about leaving them somewhere and having them involved in someones death while you happen to be roaming highsec however... probably nothing though, because you can't anchor them outside of wormholes and null.

I've seen things you people wouldn't believe. Titans on fire outside "The Alamo" of NOL-M9. I watched massive Super Capital fleets glitter in the dark near the BKG-Q2 gate. All those moments will be lost in time... like tears in rain...  Time to die.

Well the safe log out uses a count down. So if the bubble is being camped and somebody cannot target somebody in the minute that they're sitting in the bubble then it's kinda their fault. However, if the bubble isn't being camped I don't really see a problem.

ALSO There's like those times when bubbles get anchored right on the pos shields in an overlapping manner. Not being able to safe log while in a pos shield cause the bubbles are overlapping can kind of be overly griefy.

I assume bubbles stop you from warping even if you are in a POS. Interesting.

How large are the largest bubbles, can you lock down a POS with them?

Biggest bubbles are covering 40km radius. So that you can completely lock down an ennemy inside a POS.

This technique is called r*pe cage, and requires a huge attacker coverage.

When you log under a tower your ship does not attempt a warp. Which means you could (and still can) log under a **** caged tower shield. This however is an entirely new situation that was never intended by the devs. I strongly believe they did not intend bubbled people in open space to be able to safe log.

Covered by a bubble but no one can attack you == Safe

If you think he is not in safe, shoot him and give him a timer, the safely logout timer will be cancelled.

While this seems silly, chances are you'll be agressed and have the PvP flag before you can log out.

Is there any situation where this is exploitable?

Not really, you would just do a normal log out.
