In San Fran, a guy was indeed prosecuted and found 'guilty' for shooting the guy in his house who then proceeded to run outside and 'collapsed' finally.

This is always going to be a weird point in US Law (such as it is anyway).

You do realize they're joking right? The first is black humor, the second is their way of saying they will have to do something about it without seeming threatening or unfriendly, or even unsympathetic. Police do it everywhere, and it's usually with little or no variation from that.

Similar story happens in my country few months ago, car thief was discovered by car owner while steal atempt , the car owner was a mad bad ass, after some short rumor and fight , thief run to close random home and beg people to call police ;)

Several things come to mind.

Home owner assessing the situation correctly but no biggy if he had not and just put the
guy down for good.

The idiot/burglar/druggy/****** whatever you choose to reference as, doing whatever
he was doing, but strangely aware enough to know he was a gnats **** length from
paying the price of being a idiot/burglar/druggy/******

17 year resident of San Francisco here, and no word has been banned in California or anywhere else. In fact, with Freedom of Speech, there is no place in America with any word banned at all. This is not the old Soviet Republic.

Originally, then I lived in Canada (got the citizenship too), then Washington, then Michigan (joined the Marines from there), then California, now Alabama. Not sure where I'll be heading next... maybe I'll move to France and take it over. Cool
