Is the SNI now a more viable ship for L4's given the recent mission changes?

Do the recent changes to the agro mechanics of missions make a tanked out SNI a more useful L4 mission boat? Is the potential extra tank still not enough to compensate for the lower DPS? I realize it will never compete with CNR speed wise but I have to assume it is a better option for safer missions now?

iirc, ccp is looking into the issue and will probably fix it by the end of the week. if for some magical reason they are unable or unwilling to fix it, i will probably get myself a navy scorpion just so i have less hassle with the harder missions.
the best reason to go scorp is not the tank but the badass model.

I should buy an Ishtar.

I fly both, and am still not convinced a CNR is better. The extra mids gives you space for TP's and in caldari space you can fit an ECCM...

Did something change with rat jamming mechanics? Are they still chance based or do they have a set strength now?

Every npc has specific ecm strenght and specific "chance to use ewar" when they are in range (optimal + falloff). Since retribution the chance to use ecm is 100% (that is also true for some other types of ewar).

CNR is allready safe enough?
no reason to take the reduce in DPS?
