I hear that Customs Offices will be player owned and therefore open to whatever tax rate the owner sets. Now my question is this - Is this Null Sec, Low Sec, Hi Sec, WH, or all over?
Its a good move and will add alot more depth - PI Products prices will rocket, Construction of Offices and the BPO's will add another dimension as will the engagements to grab the Orbital Strutcures.

A small move in the right direction?

good move in null sec, high sec, wh.

low sec... pretty bad move. bored greifers are so bored they will reinforce anything they come across just because they have nothing else better to do.

bad move by ccp not to put guns on them.

only reason why i can assume they don't have guns on them is maybe you can hire DUST players to defend them when they come out of reinforcement.

I like that it will give a reason to use planetary launches again, other than as a cheap option for newbie colonies.

There is no reason for planetary launches. The quantities the CC holds are so small and the time between transfers is too long to make it worthwhile to do.

Depends on what you're doing. I'm lazy and like side incomes so I just have my lowsec planets set to feed 3 AIFs and run to p2 on each planet. Produces what? 540m3 per day?

When POCOs hit down all I'll do is transfer to the CC and launch. Don't forget that all links are being given 5x capacity so delays between expedited transfers will be negligible. Since I'll be grabbing them in a correctly fit Blockade Runner those 6 planets CC launches will fill about 80% of my hold anyway - just a case of picking a day when I have some spare time to pick it all up.

Odds are high 0.0 alliances will be taking all lowsec planets and odds are 100% that the tax rate
will be set to 100%, lol

Went to check this out...
currently 123 robotics costs 73k to export and this is 5% tax, so at 100% this will be 1.4mill
and if you transfer materials from other planets to a production planet this will be a triple hit.

Also the alliances will have the option to disallow access to the office and so they could remove
the ability to import to a production planet forcing people to move them to hisec.

As for command center launches, the 500m3 is to small to manage anything but a tiny portion
of most lowsec production and expedited transfers have a 2 hour cool down.

Will we be taking a sec status hit for attacking these things?

Yes there is.

1st to avoid CO tax (this should be possible, see next)

2nd would be the best interaction possible with Dust, the owner should hire Dust corps to fire up my stuff and I could hire Dust Mercs to fire up the owner puppets, but we both should have some pressure tool so we wouldn't be on total loss just in case those Dust players set their own rules (like orbital strikes under strict rules of engagement)

Yes there is.

1) Tax avoidance.

2) The owners of Customs Offices will be able to lock out whoever they like from their premises. So you will either have to launch jet-cans or move to another planet.

this is a bad move in low sec,any passing gang can just destroy your station , it has no defenses and no chance , solo, small group players cannot defend against these attacks

Erm, never bothered with the launch. What is the max m³ you can launch ?

500 m3

(There have been a few suggestions in the official thread that this should be increased to 2000 or 2500 m3 - but didn't get anywhere near enough "likes" so will probably get ignored by the devs.)
