Maelstrom Hub-running in Blood Raider space

I've recently restarted this account, joined a new nullsec corp as my old one has disbanded since me stopping 2 years ago, and find myself ratting in Blood Raider space with pretty much pure minmatar skills.
I used to fly a Maelstrom against Serpentis, which worked okay. Now against BR I find myself using alot more mids to get my tank to a decent size, and I was wondering if I was doing anything wrong or if the EMP/Thermal damage combo is just simply harder to tank against for the mael.

I'm considering swapping to the following fit:

And in my current setup I find myself hovering at the 30% cap mark by the second wave in Forsaken Hubs, with <50% shields left.

I am also tempted to swap to Artillery, as alot of the enemies like to sit >40km, but I can currently not fit T2 Artillery yet.

Is the first fit better suited to BR tanking than what I use now? Am I doing it wrong?

Any help is greatly appreciated!

That's in process, but in the meantime I want to be able to rat too as stationspinning loses its appeal quickly.

Bored at work.

The TL:DR is:

You are hitting one of the strong resists. They are hitting one of your weakest resists. They neut.

Your guns don't take cap to fire, your tank should be as passive as possible, and as heavily em/therm stacked as possible.
Consider passive resist amps, possibly even shifting more low slows towards shield recharge over damage.
I've never done blood/sansha rats in anything other than a passive drake and Amarr ships.

Can you fly t2 stuff ? If yes, t2 minmatar resists are tailored for sancha and blood. I'm pretty sure an armor loki could help you out with what you wanna do, but they may be a bit pricey. I used to do exploration with a Muninn, less dps than a mael, but tank wont be a problem anymore.

Yes.
The native Explosive resist for Mael shields is 50%, the native EM resist is 0%.
Thus, all else being equal (such as number of EM/EXP hardeners), the Mael can tank twice as much Exp damage as EM damage.

When you add in Thermal and Kinetic, its not as bad... but still, you are running a shield tank against rats doing EM/Therm damage - of course it is going to be harder to tank.
