Bounty percentage and payout not correct

According to the patch notes, bounties are paid at 20% of the total loss. Well I just killed a Bantam with a suspect flag carrying faction mods in its cargo. The loss was 480 mil'ish and the guy has a 1.6 bill bounty. I got paid 811 thousand for it. That's like a 0.5% payout instead of the 20% as advertised.

Now I am correct aren't I? 20% of the total loss and not 20% of the ship value?

From the quote, "the loss was 480 mil'ish". Please check in the Kill Report the PIE, Pend Insurance Estimate. From this value, you get the 20% of that paid out.

Ah. The insurance said 4 mill. I thought cargo was included :(

Only destroyed items are included in the PIE. Because that is the damage inflicted. You get to keep the expensive loot that dropped, if you can scoop it :)
