Following up on that idea of small and many... instead of having one big blob in LS/NS (or maybe in addition to that) maybe you could have smaller gangs of a dozen roaming random high sec systems as...... *drumroll*......... SUSPECTS!!!!! TADA. So you can be shot at anywhere. Just give yourselves perma suspect flags :)

Out of curiosity how are dev's stats / skills decided? They can fit what ever I presume, but are the pilots only skilled if they play and que or they just get max ??? Haha

For someone who hasn't been around since the early days its a bit daunting ;) but ill probably give something a go lol.
