I did read it. You seem to be under the impression that only one of these conditions applies at a time to a limited engagement.
They all apply simultaneously.

The part your referring to is when you attack someone who is -5 or is concord prone.

That ALSO creates a limited engagement.

im sure your missing the important part of your first post here, "GLOBAL TARGET" which means ANYONE can shoot him, that DOES NOT mean that its a 1v1, because everyone else can shoot him as well. and the limited engagement means that if the neutral shoots the GLOBAL target, the global target can shoot back

in short easier way to understand
A = global target
B = normal person


'A' flys out and gets shot at by 'B' that means that then 'A' can shoot back at 'B' resulting in a limited engagement

the problem there is that everyone can shoot 'A' because he's a global target but they cannot shoot 'B' because he does not have a suspect/criminal tag

thus resulting in everyone shooting 'A'
