How do I alpha a Scimi with 5 POS guns?

I have a starbase defender character and I was wondering what I could do with 5 POS modules to hurt attackers. Ideally I'd like to alpha their logis. Alternatively I guess neuting the logis for a bit then warp scrambler +4 guns would give them a hard time.

Is there a set up that can outright alpha a logi through a combination of good tracking and high alpha? What about the new Tech 1 logi cruisers and frigates? What would be a good set up to kill them?

I wouldn't be overly concerned with neuting the one you're wanting to alpha too much. What you should be doing is neuting the other logi, depending on how many they have, and getting them to focus rep something else. Then, use 4x med guns + an ecm (to jam 1 off their logi) or 5x med and see if you can chew him down quick enough before the target switching. 95% of the time however, if they have logi, they will have more then 2. And when logi is present, any semi-half nonretarded logi will have other logi as priority/watchlisted.

2-3 faction web battieres and some large autocannon/pulse batteires (XL guns) could work..
