ISD application page not working

Not even sure if this is the right place but I am trying to sign up for ISD using the website and it asks me to login, so I login, but then it re-directs me to the community eve page. When I check the link address, its trying to get me to "http://myeve.eve-online.com/isd_2.asp" but again, it keeps directing me to EVE Community page. How the heck do I sign up for ISD??? I even checked the wiki's and every single one that says 'apply here' keeps directing me to a page where you cannot sign up.
