Wanting to train into Minnie BS, how should I start?

Basically, since this guy is primarily Caldari ships on the missile side, I'm looking for training into Minnie BS 4, along with the appropriate skills to fly them. I find no need to attempt to train into Strat. cruisers due to my low SP right now and I will be humiliated if I attempt to fit and fly one.

Well, training everything that Evemon shows as required and recommended for typhoon/tempest/mael would be a good start :)

There is really no mystery about minnie ships, except projectiles being primary weapon system all others skills are still useful.

Well, I understand that it's easy to just get to Minnie BS 4 via training through the ships, but then you have the skills that are needed for fitting the weaponry, on top of the support skills.

Minnie BS obviously mean large projectiles and specialization skill for them. Supports are few and consist of Trajectory Analysis, Surgical Strike, Sharpshooter, Rapid Firing, Motion Prediction. As for fitting Weapon Upgrades V and Advanced Weapon Upgrades IV if don't have it already. Beside that Projectile Weapon Rigging for rigs and you are golden. Last thing would be a decision whether you like auto cannons or artillery and train appropriately whatever you choose first.

train support and all the fitting skills as mini ships can be fitted in so many ways. I personal like the T2 arti shield maelstrom for anoms, its dps could be higher but it hits well out to +80km

Are you planning to use Minmatar BS's for PVP or PVE? Either way, the shield-tanking skills you get from using Caldari ships should serve you well, but if you're thinking PVP, you may also want to look into some armor skills (the Tempest has a decent armor slot pattern, though it's more often found with a buffer-shield/nanofiber/gank-lows setup). In any case, Shield Management V is a really good one to get, if you don't have it already (maximizes skill-based shield buffer and grants access to T2 Shield Boost Amplifiers).

I'm looking into using them for both PvP and PvE Incursioning.

Have a look at the core competency certificates (also available in game). Here is a link to the standard one: http://www.eve-wiki.net/index.php?title=Core_Competency_-_Standard

These certificates provides standard guidelines for useful support skills. 'Core' refers to skills which benefits all ship types, thus they are engineering and electronics skills etc.

The tanking certificates might provide nice guidelines too.

Maelstrom uses projectiles and shield tank.
Tempest uses projectiles and armor tank.
Typhoon uses missiles/projectiles and armor tank.

Basically get tank up to use T2 modules of given tank type, then add some minor drone skills and after that bump as much EP as possible into gunnery.

Just a side question: Why exactly are you going after minmatar ships? You could train Caldari+Amarr or Caldari+Gallente for some uber pirate faction ships.

Because I rarely ever fly Minmatar.

Didn't you know, Minnie ships can be salvaged before they go *pop*.
