I've read the http://www.eveonline.com/retribution/bounty-hunting/ and the dev blog, but there's something that didn't make much sense to me.

* Anyone can place a bounty on anyone.
* Anyone can claim a bounty.
* These bounties are advertised on the same wall on which Concord appears.

To me this system sounds like a hitman feature. Why is it legal?

Having a Bounty on your head does not make you a legal target automatically.

So will Concord interfere or will they not?

No, this makes perfect sense. Compare it with a court order or demands from a legal collection agency. Ship / pod loss isn't murder in the Eve Universe, it's destruction of property. If this doesn't make sense, the real world doesn't make sense either.... oh wait...Ugh

Bounties do not equal kill rights.

Then why can't you legally destroy someone's ship? This doens't make any sense what so ever.

CONCORD will act as normal. They will interfere if you attack a bounty'd player unlawfully, as they do right now.

Normal aggression rules apply.

Hisec has concord.

Lowsec has gate guns.

If concord interferes depends on where you are and if the attack players has a kill right active on them.

Incentive. Is a 1BIl ISK bounty risk the loss of a crappy ship?

Then why are these bounties advertised on the same screen on which CONCORD also appears?.. It's like advertising hits publicly.

Still makes less than zero sense.

Though you'd only get 1 billion, if the targets ship is worth 5 Blink You only get 20% of ship value. this is to stop people blowing themselves up with an alt, to claim their own bounties

Yes. and?

You can also bribe concord to not intervene when attacking other corporations in Hi-Sec. It's called declaring war.
Concord is not some pacifist movement.

Thus there is no point in hisec anyone as you can kill anyone you please.

Very funny. So EVE is defined as completely changing its core concept from one day to another?

Okay thank you

You cannot declare war on players in an NPC corp. Declaring war requires a 24hr buffer period before it's legal. Declaring a non-mutual war is fairly expensive, so that players won't declare war on any old target, just the people they really want dead.

So yes, there is a point in HiSec.

Where did you get that from? HiSec has never been 100% effective at protecting players. When you undock there is always a risk of ship loss. Always has been.

There isn't a change at all regarding War declarations, Bounties or Killrights with the current system. It's only expanded with some excellent features (selling killrights) and a new bounty system that is (hopefully) not exploitable as the current situation.
