trading PLEXES a felony?

I would like to know if I receive 30 PLEX-es from a friend on a trade contract without money a felony?
A friend of mine, owns me a lot since ancient times, and he wanted to give me his PLEX-es as a reward.

How can I do that to be "within the EVE rules"?

As long as they weren't gotten through actions against the game rules, namely RMT, you'll be fine.

If what he owes you happened in eve, it's technically not against the EULA. CCP might flag it as RMT if it's a large quantity and no services at the time were provided in return.

If the debt comes from outside of EVE, it's RMT as you're buying the isk from him for out of game service which is against the EULA.
