War Dec Cost?

Sorry if this information is readily available, I did google and never found anything clear enough for my little brain to make sense of.... Lol

I am looking for a clear answer on war dec cost if its on an alliance.

1) I read 50mill plus 500k per person in the alliance? Is this correct?

2) Does the number of corps in the alliance make a difference?

3) If war is just corp on corp is it still 50mill plus 500K per person or just 50 mill or? (I saw 2 mill total mentioned also?)
