Best heavy tackle bait frigates?

What frigs are best for making enemies fight on undocks? They would need to hold tackle long enough for friendly ships to kill the target, and not get neuted out...

Any ideas?

Dual rep inc is a bad tackler tho. It can tank like a badass but anything with a web will runaway easily from it.

What enemy ship type? -how many of you are waiting the bait to succeed?

Above Harpy and Vengeance are both good for. But with all the information you gave (none) I can safely say no matter what with a scrambler and web can do it.

Merlin is good to tackle other frigs. 7k EHP+ASB+speed
Punisher is kinda slow to tackle frigs but its awsome heavy tackle for anything bigger. 15k+EHP buffer tank.
