How the heck does "surrender" work in a wardec?

So if Corp Badmen attacks Corp Carebear, and on the second day they want Corp Carebear to pay up..

What does it mean to "Offer Surrender"?

Is the Corp Badmen surrendering to Carebears for the set fee? Or is Badmen offering for Carebears to surrender for a fee?


There is literally no documentation on this, and the wiki doesn't help.

Anybody know whats up?
