Capital Skill Entry Level Reduction?

So far I've personally not seen any hard eveidence of this, but iv herd lots of rumours about it, mainly the fact the the racial BS requierment wil be dropped to 4, and other skills needed will have there training time increased.

Can somebody please confirm /deny this is a happining ?

It's confirmed in the sense that, yes, they've said that they're going to do that as part of the whole tiercide/skill conformity change that makes all new sizes of ships require the lower size at IV to train (the same change that has given rise to the Destroyer/BC training panic).

Beyond that, nothing more has been mentioned, and they have not shown any sign of changing their minds.

No other skill requirement changes have been mentioned, so it's still a significant skill roadblock — it's just one level of battleships you get to skip… and compared to all the stuff you need to make the ships work, that's pretty insignificant.

I am more interested in what skill train times will be increased to compensate for the reduction from BS 5 to BS 4. All my combat characters either have BS 5 or it is in their plan. For the few that will be working towards Capital ships i would like to know what those other skills getting changed will be so I can get working on them.

I could be something as simple as increasing the rank of Advanced Spaceship Command skill. Or the rank of the racial variants of the capital ship skills.

How would such a change be implemented? Would they just leave your invested skill points as they are, and when the rank is increases the number of skill points to reach each level will increase. So if you had say Gallente Dreadnaught trained to 4 those invested skill points would now only get it to just over level 3? Or would you be granted the revised skill at level 4 effectively giving you free SP?

I would really like to know, as how this is implemented will affect my skill plan.

I wish all prerequisite skills for things could be as useful as battleship 5 tbh.
