Am I the reason for the new bounty system?

I believe that the bounty system should be rethought of how it works and as such have come up with an idea.

In eve players are immortal, so a price on a head really doesn't matter so I believe that a bounty should be placed more on the targets wallet than on his head, so I believe bounties should be payed out in damages done.

A bounty is put on a player
That player loses his ship
The ISK pay out is equal to 80% percent (or similar concept) of the fair market value of that ship and any modules that ship contains.
If podded, same concept with implants and perhaps some value based on the targets SP as well. (in case pod has no implants)
Each payment being deducted from the total bounty on the target until the bounty is complete(however if only 5 ISK left on bounty then the pay out would be a max of 5 ISK).

With this system bounty hunters, as a player profession, could exist. Payouts might not always be big but isn't the point of the bounty to grief the target and cause him to actually lose ISK and time? And not to mention that just means the bounty hunters have more to fight.

Something like this could also be applied to corps or alliances as to give a bonus to whomever kills your enemy, without your enemy having a method to profiteer on their own bounties.

Any feed back would be greatly appreciated.

We have indeed been suggesting it for years.
CCP has known their existing system was a failure for years.
I suspect that until recently they didn't have the means to implement something like this. Once they had estimated values calculated on kill reports and a system in place for paying FW LP based on the value of the kill, there was nothing stopping them from extending it to bounty hunting as well.
