Does Concord come... when you fire the missile or when it first hits?

I was only wondering whether there was validity in creating a long distance cruise missile gank platform.

It used to be when it hit. It was changed after people started using torp/cruise ravens with MWDs to ram a target while simultaneously hitting them with dozens of missiles at once. It is now on firing.

Except that type of Raven has been dead for over 5 years.
