The current theoretical DPS vs. applied DPS is the only sane way of showing the information.

Ships have different resists, signature, radial velocity, range, optimal and falloff. To suggest extrapolating that data for each ship to each other ship is ridiculous. Hence the only useful way of showing potential damage is in terms of ideal hit vs. 0 resist ("maximum" possible damage).

Applied damage can be seen as a measure of efficiency. Given the constraints/opportunities of EVE's mechanics and the idea that one team is actively trying to negate the other teams efficiency I do not see any reason to feel that an Attack bar indication of 20%, or even 15%, efficiency is a problem. It merely shows the complex mechanics of EVE's combat system.

Finally the EHP and Active Repair bars could be completely misleading, unless the calculations backing it up are considerably more complicated than I would imagine. Resists act as a multiplier to local and remote repair, but resists vary from ship to ship and for different damage types. Unless all the incoming damage has the same profile as the profile used to calculate EHP/Rep the Defence bar is simply wrong.
