What affect quality of missions/rewards (level 4 agents)

I'm doing L4 missions.

I keep hearing about higher quality L4 agents, or finding the right agent.
I guess since I hadn't been playing before, I understand that the agent quality has been changed since some of the articles I have been reading were posted.

I just want to know where to make my "mission home base".
I tried agents in 0.5 space and in 0.8 space. The different doesn't seem to be that great (except I sometimes get a low sec mission because its close). I have 7.7 corp and agent standings.

Is the quality now based on corp/agent standing, agent location or mission location?
For some reason I don't really get a straight forward answer.

Agent quality has been removed, so that's no longer a factor in payouts (or agent access). Only system sec status matters for payouts (at least as far as which agents pay more). Start looking here; I just typed out more or less the same thing.
