Looking to buy a Minmatar PVP pilot not capital oriented

Must have tech 2 guns all the way up to large projectile/repeating.

Awesome Engineering skills are also appreciated.

Prices can be negotiated!!!!

Id love a minmatar/galante pilot but ive been looking for weeks and it seems like thats wishful thinking :(

Finding one is the first part :P

budget is about 30b but i dont really want to spend that much on a sub cap pilot.

Also please try to have Atleast your basic skills at 5

I keep getting messages of chars with like electronics 4 and no advanced weapon upgrades :(

also mainly pvp stuff.

I dont want a indy/research char period.
