I heard sometime back this was going to happen.
Has it? Are there plans to allow it?

They can't at this point, and I've heard nothing about plans to allow them to dock. Don't hold your breath.

CCP Greyscale mentioned at some point the ability to "anchor" those at stations rather than "Dock", but this idea or whatsoever plan shouldn't even see the light of day before overhaul of player owned structures adn specially POS/Stations.

Simple answer: it's not for tomorrow.

not anymore, it got hotfixed ealier this year because a few super capitals, and tonnes of capitals suddenly appeared in high-sec.
i miss seeing that leviathan when undocking in Hek.

There is a video on you tube of a super undocking in Jita. As I understand this is how it got there.

It used to be you would get moved to the station where your clone was. Not sure if this was ever changed as it is a very rare event. It was also common for ship reimbursements from sever disconnects and lag to be used to be placed in your current clone location.

There was also an old bug where if you jumped without enough fuel you would land in a random system between the two points, some times this would be high sec. I believe this has been fixed.

These are the only ways I know of for getting capital ships into high sec. But there may be other bugs I have not heard of. Either way their are a significant number of capitals in high sec considering there are supposed to be none.
