Blitzing lvl3 or lvl4 for storylines?

I currently have 4.05 standings with Caldari and want to get it to 7.0

Is the fastest way blitzing lvl3's and getting storylines, or blitzing lvl4's and getting storylines.
Ship I use is a Tengu.

I know there is Cosmos, datacentre agents, circle agents and such. But I just want to do 'regular' lvl3 or lvl4 missions.

I've done it both ways with my main and an Alt. I think crushing Lv 3 security missions will work best for you. Having said that, you'd be silly to ignore the data centers because they're pretty easy to do. COSMOS is completely borked but will give you really nice faction increases at the cost of spending quite a bit of time in the back waters of The Forge. Unless you're willing to grind for quite some time, you should at the very least consider doing all of the data center missions and a few of the COSMOS ones. Juts my 2 ISKies.

there should be stations with two lvl3 combat agents out there. find one of those, fit up a good ship (tengu works nice) and grind them down, two missions at a time. doing some cosmos and data center missions is advised unless youare too lazy to read up on them.

I should buy an Ishtar.

Grow a pair and get a real blitzing ship.. Tengu is terrible... just terrible.

I dual box Machs to get Sec so I can gank more dead space tengus for lootz.. Fastest way is Mach.. I make a lot off isk in bounties as well as LP<<<<(which is just about worthless) tons of Sec gain. and yes storylines....

As said above.. get a turret ship for blitzing.. I used to use my tengu, then switched to legion(good dps at range) but now just use a mach. Burning through lvl3's will get your standing up quicker if you can get a station with 2 lvl3 agents

Drake, Nighthawk, Tengu, Mach, etc find a good blitzing ship that you can fly well. If it is a missile ship count your volleys and rush through the missions. Out of the ones listed Mach/Tengu would be among my top picks for this.

The low level Caldari Data Center agents require some terrible expensive tags, Guristas Bronze, Brass and Silver, but with standing 4 already the Op should be able to skip those, and just go for the cheaper tag types required by level 3 and 4 agents. That makes it several orders of magnitude more affordable. Literally.

Noob question: what is "blizzing"! and what do you mean with a "blitzing ship"?

Just means which ship to use for completing the missions in the fastest time. Just do what you need to complete the mission and nothing more.

to elaborate: in many missions, you do not need to burn down every red cross on your hud. sometimes, you only need to kill one or two ships, sometimes the warp gate is not locked, so you can go directly to the next room etc. if you have a high DPS ship and a salvaging alt, shooting everything may still be lucrative but the common opinion is that you should concentrate on earning LP and not bounties, therefore you want to finish missions as fast as possible (blitz is german for lightning/flash).

I should buy an Ishtar.

Thanks everyone for the advice.

A few things. Cosmos I don't want to do as I know that many sites are contested and I don't feel like trying to be faster than all the other T3's in those sites. Besides that I don't want to spend to much isk on buying stuff from contracts.

As for datacentre agents, I might look into the higher level ones if those tags aren't too expensive. Always thought they required many hard to find, expensive to buy tags. So I'll give it a go.

As for the ships used. If I would be able to fly a turretbased ship I would so so. Point is it is my indy alt that does not have that much SP invested in combatskills. Tengu is the 'best' combatcapable ship she can fly. If I have to train for the suggested ship, the blitzing part kinda is gone as I need to wait a long time to actually use the ships in a good manner.
