why do concord not kill -10 pirates in high sec? Check this dudes KB out

Because faction police is the deterrent, and CONCORD is the punishment. Neither is intended to provide any degree of protection.

to be fair it took me a while to figure out which entities protected people in different kind of situations in high sec. But than again i used to have a positive sec status for a very long time and i never got involved in a lot of high sec ganking.

Anyone in an even remotely pvp capable ship could pop and pod him. He was never going to receive reps

OP's KB link show's two Tengu kills.

Each went down down with <9600 damage.total.

Even with crappy skills and none of their shinies turned on they have more shield hp than that, assuming the gankers used Fleet EMP L also. And another 6k or so in armor and structure HP.

One Volley of 1400mm each is a lot of damage, but am just a little surprised that a Tengu pops that easy.

It means the Tengu had a resist tank, not a buffer tank. I can have 90% resist on 1100 shield and you might hit me for 11000 damage to break that shield but the Kill Board will still show 1100 damage taken.

As for the topic, it has been said. Concord doesn't show up because of the criminal, they show up because of the crime.

This is the most misunderstood mechanic in the game. I have heard so many players even 3 or 4 year old players say point blank -10 security status players can not fly in high sec. I have been told by many respected players that if they do the gate guns will fire and he will get concorded. They tell me he will never get past the first gate into high sec.

Obviously that is not the case. But I could not correct the misinformation that has been spread. So we get posts like this.

Note to high sec players the -10 security status players in high sec are free targets. It is up to you the player base to police them.
Also note that the faction police are always after them as well but will not scram or web the target ship. That is your job to hold them up you while you get help from the police who are comming, not immediate but they will show up after a bit.

So these -10 security status guys have to always be on the move. They can not slow down or stay in one place too long before the poilice catch up to them. When they go thru a gate they get a message that he is not authorized in high sec and will be fired upon in 5 seconds. So you can see they can not hang around. Unless you happen to be on site with a scram and a web. Lock them down and let the gate guns fire. Police and others hopefully will show up to help.

Get used to this as this is what high sec will be like after the winter update with retribution and sellable kill rights.
What do I mean by that? I mean the battles that CCP hopes will develope all around high sec as players trigger those kill rights and some player goes red to everybody in the area. That means he is a free target and it is up to the high sec players to police their space. The question is will you do it?

spreading blatant misinformation in a post that complains about other people spreading misinformation... classy.

faction police do have a chance to web and scram you, transversing high-sec as -10 in anything slower than a shield-tanked cruiser is not safe and will most likely get you caught by the faction police.

@OP CONCORD do behave just you would like them to behave in systems where they hold sovereignty. Maybe stick to that area.

Just block the bloody gates to hisec for this scum.

Odyssey: Repacking in POS hangars for modules +1,  but please for other stuff too, especially containers. Make containers openable in POS hangars.

Indeed, when faction police leaves criminals alone or are incapable to do something about there's a real problem of Darwinism but not from victims but rather the hilarious "game mechanic" as a whole.

If only more of those had some balls and come to null freak us out...

EDIT: maybe at some point in the game having a -10 status meant something, actually means absolutely nothing and has little to no consequence and should be completely removed from the game.
