Was in system, saw this pop up on a kill mail

Guy says a -10 pirate was just popping about system and concord was doing nothing

2012.11.13 18:10:00

Victim: Weetabix Kedgeree
Corp: Curse Of The Chosen
Alliance: Bosch Defence Industries Alliance
Faction: Unknown
Destroyed: Badger Mark II
System: Sivala
Security: 0.6
Damage Taken: 4217

Involved parties:

Name: ELI P0RTER (laid the final blow)
Security: -10.00
Corp: League of Non-Aligned Crimson Determined Empire.
Alliance: None
Faction: None
Ship: Tornado
Weapon: 1400mm Prototype Siege Cannon
Damage Done: 4217

My question - Is how was this player able to use a talos in high sec being -10 and not get popped instantly? It would seem he runs around system killing people

http://eve.battleclinic.com/killboard/combat_record.php?type=player&name=ELI+P0RTER

he also just did this - http://eve.battleclinic.com/killboard/killmail.php?id=17971845

Explain this?

Because faction police chases after criminals not CONCORD. CONCORD just destroy all ships who commit a crime in highsec space. After that they ignore you until you commit another crime.

why is he not being war scrammed and shot down?

Seems abit pointless? perhaps high sec police should be buffed then :)

-1 for effort.

Also, the faction Navies will be chasing this guy around, but they're not nearly as bad as CONCORD.

Just because a player has a -10 sec status,it doent mean he has a bad empire faction rep,You can have a bad Concord status and still have a posative empire rep,in which case the navy of said empire wont even chase let alone attack.Concord only reacts to aggression,no aggression no arttack.

Seriously... It takes some doing posting all this crap. You have a awesome lack of understanding in all your post and threads of how the game actually works and the machanism behind it. But then there are so many people suggesting changing without understanding what the hell they are about or how it actually works which seems to be extreme popular in general discussion.

Added to my list of future war targets.

They(the police) do warp scram and shoot down criminals, if said criminal doesn't warp away before that happens. So if you're in a quick enough ship and don't stay on grid for more than a few seconds the faction police won't kill you. However, when he suicides someone concord will kill him.

I agree that there should actually be a meaningful consequence of a negative sec status. I propose something along the lines of for every -1 your status is you are automatically killable on sight (KOS) by any player in a system with a corresponding sec status, or lower. For example:

-0.01 to -1.00 = KOS in sec status 0.1
-1.01 to -2.00 = KOS in a 0.2 sec status system or lower
-2.01 to -3.00 = KOS in a 0.3 sec status system or lower
-3.01 to -4.00 = KOS in a 0.4 sec status system or lower
-4.01 to -5.00 = KOS in a 0.5 sec status system or lower
-5.01 to -6.00 = KOS in a 0.6 sec status system or lower
-6.01 to -7.00 = KOS in a 0.7 sec status system or lower
-7.01 to -8.00 = KOS in a 0.8 sec status system or lower
-8.01 to -9.00 = KOS in a 0.9 sec status system or lower
-9.01 to -10.0 = KOS in a 1.0 sec status system or lower

This sort of approach would properly relegate pirates to the outer rim where they can openly PvP with each other. Plus they could harass alliances and alliance defense fleets/patrols would have something to do. It would also remove the hard distinction on aggressive activity between high and low sec in favor of something with more depth and resolution. To go along with this Concord could pay bounties for the kills with more reward for killing those with lower sec status.

Also Concord could begin shutting off gate access to those with -5.00 and lower on a similar scale to the above. This is somewhat harsh, I know. But, I am down if other people like it too.

If people decide to permanently or temporarily abandon their swashbuckling ways, null sec ratting already builds sec status (and ISK) rather quickly.

Dear lord is the OP serious?!? This is a troll. PLEASE TELL ME IT'S A TROLL!

Highsec is owned by players now. Systems 0.5-1.0 are New Order Territory. All miners and other residents of Highsec must obey The Code. Mining without a permit is dangerous and harmful to the EVE community. See www.MinerBumping.com

Moving around Jita at -10 is fairly easy. Find juicy target with alt, park alt next to juicy target just sitting there because hey! It's jita and Concord is here! Undock from Business Tribunal Law School and warp to alt

blap blap

Explosions are heard, followed by rage and tears and maybe even an EVE-O thread about how -10 dudes are in high sec.

Lower security systems are even easier, you just need a proper warp in.

Wrong.

Once your sec status drops below a certain point for a given system, the empire police will chase & attempt to blow you up regardless of your standings with them. They just aren't very good at it.
