Generally any station with research or manufacturing slots, or a Level 4 security agent are very expensive. If all you are looking for is cloning, repair, or a 50% refinery they are easy to find. There are a ton of offices within 8 Jumps of Jita with office rental fee's below 1,000,000 isk. i currently have two below 400,000 isk, and one is only 6 jumps from jita. it all depends what you are willing to sacrifice to get the low rental.

If cheap office rental is more important than anything, last I checked you could get an office in Uminas for only 10,000isk and it is only 8 jumps from Jita. Down side is, all moons are taken so you need to bash a POS to get a moon, and your only choices for stations are 50% refinery or 32% refinery with repair facilities. You are two jumps away from two ice fields though. Wous was low traffic when I lived there.

If you just need a station to store BPO's at while you run research at a local POS there are plenty, the hard part is finding one in a system that also has an open moon. If you do decide to clear a dead POS to open up a Moon, small POSes are fairly easy to take down. 4 Battleships doing over 1000 DPS each can take down a small POS in about an hour. Bashing a dead POS you don't need a tank, just pure DPS so getting over 1000 DPS is easy with decent skills. Even if you are only doing 600-700 DPS you can do it in under 2 hours.

Another option is to find a dead POS and contact the corps C.E.O. The war dec to bash the POS will cost you at least 50 mil so offer them 50 mil to take it down. The cost to you is the same as that isk would have gone to pay the war dec. But giving it to them saves the work. If they do not reply, chances are it is a dead corp, so there will be nobody showing up to defend the POS when you do war dec them.
