Their (target) is Moveing Faster then the Guns can track ~ Approx 9-10 Degree/Sec (angle) (Large guns)

Tracking Enhancers/Computer helps But Blaster are better for close Range, (though i like being 100KM from rats)

Unless im in My tengu then i Dont care as they Cant get past My shields + HAM2 Just sit thier -Collect loot.

No. Optimal and falloff do not affect hit chance, they only affect damage. Anything up to optimal, you will do 100% damage, then as you go to optimal+falloff it decreases down to 50%. After optimal+falloff it decreases even more until at optimal+2xfalloff it is almost zero.

The other thing that affects damage is the type of hit you get eg glancing blow, good hit, wrecking shot whatever they're called these days :) The type of hit is determined by your tracking, and the target's sig radius and angular velocity. Optimal and falloff do not affect tracking.

Never tested it personally, but it's worth noting that a lot of what you said runs contrary to the established formulas.

(Edit: Actually, I guess I have tested it personally... I've spent enough time attacking ships beyond Optimal+Falloff to know that it causes a lot more misses, rather than just lower damage hits.)

Well my original point is valid, which is that you do not suffer a tracking penalty when shooting at something inside optimal range.

Look here for some info: http://wiki.eveonline.com/en/wiki/Turret_damage

With 425 rails, hitting cruisers inside 25km is not likely. 350 rails may be a better bet for you with your skills. Swap ammo to maximize damage over range.

I tend to use a tracking enhancer (low) and a tracking computer (mid). For the TC, I swap out optimal range and tracking speed scripts as needed. Remaining open low slots (after tank) get a damage mod.

Moving away from targets helps reduce angular velocity.

When cruisers and frigs are inside 15km, your drones do the heavy lifting.

No, you suffer no tracking penalty inside of optimal. Rather objects closer to you simply have a higher angular velocity than objects farther away even when moving at the same velocity.
