Things to do on an intel/mem remap and a question about how rig effects are applied.

I am currently sitting in Jita on a Intellegence/Memory remap. I plan on getting pretty much everything intel/mem to where I want it to be before I remap to per/will. This will include fitting skills, shield tanking, armor tanking, navigation. science, etc.

There are a few areas where I am conflicted though; ewar, and Rigging skills.

All ewar to IV would take about 25 days. Wise investment or no?

All rigging skills to IV would take 20 days. Is it a good idea to take them all to IV? Should I cherry pick, and take only certain ones to IV (projectile rigging for example), or should I go with the tried and true 'train it to level one off remap' method?

Another question; how exactly are rig effects applied? For example; If I rig a loki with a t2 projectile rig, and then trade that loki to a character that doesn't have the skill to attach the t2 projectile rig, does that character still get the benefit of the rig?

The rig still works as advertised. However, the drawbacks are based on the piloting character's skills -- and if they're at 0, they are in full effect.

Taking skills to 4 is not a question. Taking skills to 5 is a question. I have all rig skills at 4, and Armor and Shield at 5 because their penalties stink.
I have all EWAR skills at 4 in case I ever actually use EWAR. But I probably will not, so no 5.

Any skill worth training is worth training to IV. There are a handful of exceptions where the higher levels have absolutely no additional effects, but you'll know them when you get there.

The hard question comes at V: is it really worth training for five times longer than you've put into the skill so far just to get another 4% or 7% bonus? Unless it's a bonus that will see every-day use, the answer is most likely no. Level-Vs that open up new equipment — usually T2 — are easier to justify and here too, there are a handful of noteworthy skills where the bonus is just that good that it's more a question of “when” than of “if”, but again, you'll know them when you get there.

For ewar, I'd say sure, get them. They all have their uses even if you're only going to shoot rats, especially with the upcoming AI changes. The only one that's maybe a bit iffy is ECM since, while it's a very powerful effect that everyone loves to hate, it really needs a specialist ship to work properly.

You mentioned "Off Remap"

My 'not worth worrying about' concept is, anything to level 3, off remap is fine. If it's a useful skill, then level IV is fine too.
I just try not to string together several weeks of "off remap" training.
On occasion, I train a skill to V, but I really think hard about them at that point. ( T3 skills seem to be common for me lately Sad )

Since remaps last a year, I think it's common to train a random skill here and there that is not optimal.
A slow skill this year is much more useful than a fast skill next year.
