Hey, im looking for a char either specialized in (preferably) Minmatar or Amarr.

Looking for

Able to fly HAC's and Battlecruisers at a decent level (t2 tank and guns)
Engineering and Electronics good
Drones decent.


not really looking for a character with 100 level 3 and 2 skills, just something a little more specialized into Minmatar or Amarr.

im thinking a 4-5bn ish budget in mind. More possibly if the char is really awesome.
