Issues, Workarounds & Localization

I have recently installed Windows 8 on my computer and with the installation of EVE, my mouse's scroll wheel doesn't want to scroll nearly as well in EVE as it once did. It works fine with all other programs/games I've installed so far but every action in EVE is easily taking 4x as many scrolls with the wheel than compared to what it once took. So trying to zoom out from ships results in me scrolling and scrolling to get only a portion of the way out. Scanning is also very scroll intensive now due to wanting to scroll in and out when I adjust the range on probes. Lastly, any changes to the mouse settings from Windows itself does not adjust the in-game settings for the mouse but will adjust them everywhere else.

I have a USB Microsoft mouse, in computer management it is identified as an HID-compliant mouse. No new drivers can be found to install. Any hints or helpful insight into how to resolve this situation would be much appreciated!
