lol. If EVE had "true justice" karma would have ***** slapped me a long time ago. Selling killrights isn't going to fix that.

Also while the ability to assign kill rights to a particular corp will definitely have it's uses, I think the primary focus here, at least from the position of a carebear/wannabepirate is welll...legal gankage in highsec Twisted

Killrights are not bounties, and the two are completely separate and unrelated.

Killrights are a "right to get revenge", which can turn the target into a suspect at will. This allows people to legally shoot them. Killrights are single-person only.

Bounties are a way to reward people who destroy the target. They can be put on anyone (including corps and alliances), regardless of the presence of a killright. They do not make shooting anyone legal. That is, you could put a bounty on a mining corp, but that does not mean CONCORD would not show up if someone shot the corp. All it means is if someone actually gets kills (either via suiganking or otherwise), they get paid.

They might be separate but they are definitely not unrelated. The ability to purchase "kill rights" for a particular individual means that you now have legal way to bounty hunt in highsec Roll

Also, if you had actually been following the thread, you would have know that when I said assign kill rights to a particular corp, it was in response to what Inquisitor Kitchner posted, that is the sell of "kill rights" to specific individuals/corps which is actually mentioned in the Iterative Work section of the blog post.

I'm talking about the guys I see with low security ratings and bounties who are flying freighters and orcas in high-sec. They've obviously commited crimes, but faced little in the way of true justice.

Those guys exist? That sort of stuff is typically done by alts. The sec status penalties, and the rat sec grinding is so damn boring, that having 2 characters or 2 accounts separated for ganking and for hisec work just makes sense.

Lol, probably not, but it will spice things up quite a bit I do believe.

Very much this. The direction we have been heading to recently is worrying.

So, your hopes are that a ganker (who is usually a practiced PvPer who is aware of how all these mechanics work and how to navigate around them) would:

  1. Suicide gank a lot in hisec. That is, suicide gank enough people that proliferation of his kill rights becomes a serious problem.
  2. Be aggravating enough for someone to put a bounty on his head.
  3. Proceed to fly a slow, vulnerable, and expensive ship through hisec, without support or scouts.
  4. Fail at basic escape mechanisms.

Anyone who does all those four deserves to die, and frankly doesn't deserve the title of "ganker" or "PvPer" because they are outright clueless.

Anyone with the first sense for PvP mechanics and safe behavior will almost never get caught like this.
