Retribution and the new Flagging system ( will it increase or decrease high sec PVP)

I was wondering will the expansion increase or decrease high sec PVP ?

Would pirates venture into high sec considering they will be flagged and could be attacked by everyone after that ? and not to mention concord intervention if killing anything..

Considering the Risk v/s Reward concept its high risky for a pirate to venture in high sec..what are the rewards if he does ... ?

This Question is for pirates alone....

Would you go pirate in high sec after 4th of December, considering the bounty system and the new flagging system... ?

Provided a Pirate ganks someone in Highsec now, it guarantees certain destruction of his ship. That isn't really any different than what we can expect to see with Crimewatch 2.0 All that really changes is the dynamics around PvP, and the actions that will result in flagging.

Give it a few months after, and I'm sure you'll see changes to the new system as well. People have already been voicing issues with it based on speculation, so you can pretty much expect more people to be doing the same once it is introduced.

I would say you will see a lot more ships in combat in HighSec.
With the changes to how killrights work (Just shooting someone in LowSec grants them) then almost everyone who does PVP in LowSec will have killrights on them. (even non pirate entities need to pirate sometimes) With the mechanic to have someone you have killrights on flag to everyone as well, that means lots of legally shootable people!

Now think of all the can flipping and looting that goes on now with the single flag, that's now an open flag to any one! You find that nice item that someone left in a wreck... better be ready to fight off all of EVE if you take it!

It's going to kill some professions, mostly greifers who use can flipping or tricking mission runners will be the ones to suffer (as doing these acts will let any one blow them up from now on) I'm sure most will adapt and find new ways to abuse the system though.

Last I heard, you'll only get killrights in low-sec if you attack pods, not ships.

All the recent changes have just been big ol' steps to hellokittyonline if you ask me.

War dec system:

Want to attack a big juicy corp? Costs ridiculous amounts of isk compared to old system.

Then they bring in allies.

Then you get stuck in inescapable wars with decshield.

Mining barge changes:

Massive EHP so ganking is much more difficult and less profitable.

Huge ore holds so miners can AFK more and don't have cans to mess with.

Crime watch:

Pinch something from a can? Every single person in EVE can kill you.

etc

It's just a series of massive deterrents to actually doing any kind of pvp in highsec

If you think all ships in high sec are sporting PvP fits and not bear/travel fits; you are sadly mistaken. My prediction is a bit more action, but those who avoided combat before, will still avoid it after the expansion.

Flip a can and wait for somebody stupid enough to bite. Since everybody will be eligible to bite you have more chances for stupid :) Rat your sec status high enough to avoid navy going after you and no problem with looking for a fight.

Being pirate is state of mind not just a matter of ganking barges, hisec residents should understand it before celebrating Crimewatch 2.0. Some people WANT to fight and suspect flag will make it easier for them.

Oh yes. Can't wait to cash in that kill right on your T1 ship with T1 fittings. Not to mention the only times kill rights matter is in high sec and low sec. I'm not advocating risk free high sec, much less the game, but no one is buying that kill right bullshit.

You can't hold me accountable for what they put in their ship, so that can only apply to the value of the hull, in which case all the t1 industrial pilots I've ganked would owe me money.

while it's a bad idea it's still better than the pants-on-head suggestions i've heard before

like one from some failed CSM candidate about forced restitution equal to the value of the kill (this is why he failed as a CSM candidate)
