Yes ECM ships are annoying but falcon has almost no tank... if the pvp corp you wanna upset actually will after you get a station domi or brutix and play station games they LOVE it.... if not... maybe a talos or something you can sit 120km+ away from them with...

Rapier. Follow them around, cloaked up, and only strike when it is inconvenient to them.

Your target is one that is preferably in other wars and actively engaging in them so you can mess it up while they are hunting. Falcon has too weak a tank, as someone else mentioned.

You can also start announcing their gate camps to the systems they are camping, so as to further frustrate their activities. Just depends on how dedicated you are to making their sport hell.

In my humble opinion, best thing to do, is join their corp, and tell your now new wardec enemys everything you can possibly think of.
