Getting started in Miner Bumping is very easy. Here's a quick rundown;

  • You'll need a ship. The Stabber Fleet Issue is the est for this, but if you're cheap and/or unskilled, a Stabber will work fine. The basic fit includes a 10MN MWD, a couple of inertia stabs, a couple of overdrive injectors and perhaps a nanofiber internal structure if you feel like it. The rest should be shield tank or speed rigs.
  • You'll need a place to go. Tolle and the surrounding two ice belt systems are where the New Order is currently based. Alternatively, Halaima and Kamio are ripe spots for tears, and you can bump in almost any ice system.
  • Companions are good when you're bumping. Head to Tolle or bring your own. It makes the tears so much better.
  • Standard bumping procedure: Tell the miner to buy a permit (10 million ISK). When he doesn't respond or refuses, bump him until he is out of range. If you want you can send a letter explaining why he was bumped and encouraging him to purchase a permit. Please don't bump miners who already have a permit (unless they're AFK). To certify that they have one, check their bio for a declaration of support for the New Order, and then ask them the name of the Agent that sold them the permit.
  • If you can squeeze a 100MN MWD onto a SFI, it's really fun. AFAIK, the current record is somewhere around 130km for a mackinaw bump in a 100MN MWD.

    You should also put a shield tank on it (there's plenty of room) 'cause sometimes miners get it into their heads to try and shoot you. The capacitor battery isn't necessary, but I like having it so that I can pretty much just leave the MWD on when I'm slowboating back to the belt after a 200km bump sesh.

    Good point, 200 km was perhaps an exaggeration, but there are circumstances where it's quicker to approach at 6km/s rather than warp to a 'roid and spend time fiddling around to get back into position for a new bump.
