Best way to advance up the ships

I've just came back onto eve after a year or so break and I just decided to make a new, fresh character. I'm currently just at the frigate stage in a condor. I was wondering, when will i know that I'm ready to upgrade to another ships? One thought was that I should just train all of the skills in the recommended certificates for the specific ship. For example, the next ship I want to get is the kestrel, so would it be best to get 'Core Competency Basic', 'Active Shield Tanking Basic' and 'Frigate Launcher Control Basic' before purchasing and fitting a kestrel. Would this be a good skill training tactic for advancing through to say the Drake?

You shouldn't hesitate to move between ships of the same hull size (example: Condor to Kestrel), but I don't think there is a measured way to know when you are ready to move between hull sizes (Caracal to Drake, though you will find the Drake to be a very forgiving ship and wonder why you didn't try it sooner, though a Raven on the other hand is a very unforgiving ship).

You can start using a ship well before completing the recommended certificates.

It is more about pilot experience, and confidence in yourself and your ship. I do recommend fully insuring your ship when you lack either of these.

Mission Recommended Minimum
L1: Frigate or Destroyer
L2: Cruiser [or Assault Frigate or Interdictor]
L3: Battlecruiser
L4: Battleship [or Strategic Cruiser or Field Command Ship]

depends on what your doing with said ship. for example, you will have to ship up sooner if your running missions than if you are concentrating on pvp since you can gain access to level 4 missions a lot sooner than you can max out the skills to realize the full pvp potential of a given ship. a mission fit drake can get by with most of the skills at 3 whereas some pvp fits require level 5 skills to be able to fit and online all the modules.
