I seriously hope this is a local problem for the test server Duality becaus that's one of the things just that MUST NOT make it to the actual server.

In-game bug report tool or - http://bugs.eveonline.com

(Use the in-game on if it happens again as it automatically uploads client data to help diagnose the issue)
