It's a fine line. Right now there is little to no content in losec. As soon as it becomes worthwhile the nullsec blobs move in with the mega-caps and make it boring.

FW is supposed to encourage small scale money making (e.g. you cant throw 50 people at it like an ice belt or a tech moon) and pvp . But fw isnt the answer to making losec worthwhile.
