Demands:
Bombers (best would be hound) lvl4-5
Torp specs 4-5
Basic navi skills
+
some basic skills to minmatar/amarr guns + t1 battlecruiser (optional)

Positive security status not needed
Must have clear amarr standings or be blue to amarr
Character history doesn't matter, can be a thief/scammer/troll.

Max budget: 4bil

Don't waste my time if you want more.

Not quite what you're after but not only a few days off, take a look, skill wise he's a bit of a jack of all trades and has some basic skills up to BC/BS

Can fly manticore & nemesis with T2 torps.

Can also fly Gal & Cal assault frigs and EAFs, T2 small blasters.

No significant standings for any faction either way.

With the cost of the plexs atm for transferring the char I'm wanting about 3bil
