you need a ship that deals dps and tanks without capacitor because of neuting towers.

One ship that is being left off is a Broadsword. Nice passive tank and a small sig radius.

You can easily run L5's in a tengu with some logi. Other than that I wouldn't attempt it unless you have perfect skills in all resists that pertain to Tengu, and are very brave. Honestly though I only need repping at the very begginning of a mission. After that the tengu is fine to solo it.
