Outpost deployment on Buckingham

Hello,

I have been testing Outpost deployment and sovereignty on Buckingham. I built an egg to deploy, did all the necessary steps (claim sov, etc), anchored it, put all the goodies inside, and began the build process after anchoring it in space. Thus far its been in the 'build' state for well over 24 hours. Unless the mechanics have changed over the years, last I checked it was the official "downtime" when the egg magically became a station.

Now I suspect "downtime" works differently on the test servers than on Tranquility, and thus why the egg isn't becoming a station (probably some back-end nightly script that updates outpost information and such?).

So...

1. Are my assumptions wrong, and I'm missing a mechanic somewhere (sov needed for X days before outpost can fully 'build' or something weird like that?)

2. Or are my assumptions correct, and I'd have to contact CCP test server staff to have the egg turn into a station?

The later. The egg won't enter the "build" state at all if you don't meet the mechanic requirements - and from what you list, you have. Outpost only requires your alliance sov matches the system sov, there is no required level, be at a planet, and that there be no other outpost in system.

Indeed, I've built an outpost before so I do understand the mechanics of deploying one, so it would indeed seem that I need to ask CCP to intervene. I found some old posts about outpost deployments on SiSi (back when SiSi was the only test server), and others had similar experiences and needed a CCP staff member to "spawn" it into an outpost.

Downtime does occur on all test servers (forget the actual time) but its effectively the same as TQ's down time with some adjustments, it worked the last time I built up an outpost in the last mirror.

If the Egg is still stuck in "build mode" then it could be a bug itself so probably worth hitting up a bug report.

I would attempt to check with an ISD BH / CCP Dev on the server if you see one first just incase they do need to spawn them into outposts as they've may have changed something.
