My duder's race gets a robe, I'm not Amarr-Amarr. I think all the Amarr races get the robe. You can raise the hood of the robe in one of the wearing options.

I don't believe they can. Pretty sure there have been a large number of complaints about how it's only male Amarr.

I disagree. This might be considered a downside by some, but the only and real downside to hoods (and robes in general) is the awful clipping when walking around/sitting in the captain's quarters.
