Ok, here's the deal:

So I'm looking for a ship to blitz through L4 missions for standing. Budget - I can pump 1-2bn into the ship if I want to. I'm not afraid to sink another 2bn for a HG Halo/Crystal/Snake set if it augments my tank appropriately for a ship.

As for what I can fly:

All amarr subcaps except for Marauders and Commandships. Commandships is only 2 weeks away though.
All minmatar cruiser sized ships.

All relevant support skills are maxed, T2 large pulse/beam trained, T2 medium projectile ready.

So far I'm looking at the following ships to do this for me:
Legion, Navypoc, Navygeddon, Abaddon, Sleipnir, Loki.

Ideally I want to fly the Legion, I'm just not too sure whether it's reasonably fast enough to do the job, or whether I should simply bite the bullet and buy an ugly slowboat like the Navypoc or the Navygeddon. Both Loki and Sleipnir are not readily available yet, but they remain in perspective.

Guess nobody had an answer for you due to how old this thread is.

I don't know about Amarr but most level 4 Minmatar mission runners use a Malestrom. The Sleipnir should be able to to complete missions quickly enough.

Maybe some other players can add more detailed info.

If that's your complete list of options -- and you want one ship for both Amarr and Minmatar space -- I'd personally take a Sleipnir. It doesn't quite compete with top tier mission runners, but I've had no problem with mine on any L4 I've taken it into. (Except that one time, but that was Buzz Kill and let's just say there were mistakes made.)

A Legion is only really worthwhile for this in a HAM configuration -- and it's at least passable that way, though not good. If you have decent missile skills it's worth a go, but I still suspect the Sleip will prove the better ship for the job.
