Time to nerf CONCORD.

I really like and support the idea of removing the "suicide" part of the suicide gank.

Just a little streaming consciousness on one potential alternative:

Attacking another player in high sec without cause hereafter called criminal ganking draws the following penalties

1. The shooter (ganker, criminal, etc) is flagged as a criminal ganker.
2. The criminal ganker is not attacked by concord but is flagged as a free target to anyone (same as for crime watch).
3. But, in this system, the criminal ganker's corp is also flagged as a free target to anyone (this is a one way target --- can only shoot others if attacked)
4. 24 hour timer on this criminal flag for both the CG and their corp.
5. Additionally, the criminal ganker alone is subject to a 15 minute lockdown on their ability to jump or dock. In essence they are trapped in space for 15 minutes in that system.
6. Faction navies will also shoot at the criminal ganker and their corpmates but only for the first 15 minute timer and only in that system where the infraction occurred.
7. If the criminal ganker is in an NPC corp... they are immediately booted into a one man corp for the duration of the 24 hour war target flag.
8. The criminal ganker and their corp are free to shoot back and destroy any navy or player ships that attack them during the 24 hour flag without concord intervention.
9. In fact, at no time does concord intervene other than through the closing down of gates and stations to the CG during that first 15 minutes.

I would also suggest slashing the security status penalties by at least half in order to encourage more people turning themselves into targets.

All of the above might totally suck but, to me, this a great way for both the gankers and the community at large to get in a lot more high-sec shooting.

All kinds of new opportunities in the above scenario. Including griefing your own corp, if that's what you are inclined to do, by making them targets of everyone for a day. But the biggest one is the possibility of killing that high sec target and, potentially, never paying a price for it.

An Evadable/Fightable Concord will simply be meta gamed. Like gate guns. This is basically the same mechanic, people will know exactly how much DPS is needed, how much Logi, etc, and will metagame it to gank free of risk, since their targets can't fight back, and they know they can take Concord. This is always going to be the issue with a 'Fightable' mechanic.
